The City of Peterborough’s Social Services division operated across nearly ten disconnected systems from social assistance platforms to homelessness management tools making timely, accurate reporting a significant challenge. Planning for What's Next: ERP Modernization Study for the City of Whitehorse

Client: City of Whitehorse, Yukon | Capital city, ~28,000 residents 

The City of Whitehorse faced a time-sensitive challenge: Microsoft Dynamics GP, the backbone of its finance and operations, was approaching end of mainstream support in 2029, while more than fifteen satellite systems (Cityworks, Geotab, Zendesk, PerfectMind, Bonfire, and others) were creating fragmented workflows and duplicated effort across departments. Before the City could make any ERP investment decisions, it needed a clear, defensible picture of where it stood and a credible path forward, one that would hold up to Council scrutiny and fit within FY 2026 budget timelines. 

Alphabyte conducted a comprehensive, vendor-neutral ERP study spanning Finance, HR/Payroll, Asset Management, Permitting, and Citizen Services. The engagement ran from mobilization through a full Council briefing, with structured phase gates and weekly reporting throughout. 

Delivered: 

  • A full current-state assessment covering GP and 15+ satellite systems, including workflow documentation, integration mapping, and a privacy and security review aligned with Yukon ATIPP requirements 
  • A validated requirements catalogue and capability-gap matrix, developed through executive interviews, departmental workshops, and staff surveys 
  • Vendor demonstrations and a weighted options analysis, including five-year total cost of ownership and risk models for each shortlisted platform

  • A GP historical data migration strategy, including extract, cleanse, load, reconcile, and archive steps with audit trail

Measuring What Matters: Performance Measurement System for Alberta Youth in Transition

Client: Government of Alberta – Children and Family Services | Province-wide program serving ~1,700 youth annually 

The Youth in Transition (YIT) program supports young adults aging out of government care across Alberta. Children and Family Services needed a purpose-built tool to administer performance surveys to approximately 1,700 clients per year and to translate that data into meaningful program insights over time. The challenge wasn’t just building a survey; it was building something secure enough for sensitive government data, flexible enough for frontline staff in the field, and connected enough to support long-term program evaluation. 

Alphabyte designed and delivered a full survey and analytics platform on the Microsoft Power Platform, hosted entirely on Canadian Azure infrastructure and integrated with the province’s existing Microsoft environment. 

Delivered: 

  • A Power Apps survey application hosting 125+ questions, built for desktop, tablet, and mobile including offline data collection for field staff conducting in-person visits 
  • Pause, save, and resume functionality, with real-time survey status tracking for program administrators 
  • An Azure SQL database for secure, Canada-hosted data storage, structured for future integration with Alberta government data warehouses 
  • Role-based access control and row-level security, with SSO via Active Directory and a full compliance review against FOIP and PIPEDA requirements 
  • A Power BI reporting suite embedded directly within the application, providing real-time visibility into survey participation, response trends, and program impact metrics 
  • Two rounds of user acceptance testing and a full training package including video tutorials, PDF user guides, and hands-on knowledge transfer sessions

Client: Housing Services Corporation (HSC) | Province-wide service organization supporting municipal housing providers across Ontario 

Housing Services Corporation operates across a complex ecosystem of platforms like Salesforce, NetSuite, Concur, Tableau, EnergyCAP, AssetPlanner, and others but the connections between them were largely manual, and reporting relied heavily on individual effort rather than integrated infrastructure. HSC needed a clear picture of its current data environment, where the gaps were, and a realistic roadmap to move toward a governed, integrated, and analytics-ready future state.
